Monitoring is the continuous collection of data on specified indicators to assess for a development intervention (project, program or policy) its implementation in relation to activity schedules and expenditure of allocated funds, and its progress and achievements in relation to its objectives. On the other hand Evaluation is the periodic assessment of the design, implementation, outcomes and impact of a development intervention. It should assess the relevance and achievement of objectives, implementation performance in terms of effectiveness and efficiency, and the nature, distribution and sustainability of impacts. Monitoring and evaluation of projects is a powerful means to measure project performance, track progress towards achieving desired goals, and learn and apply lessons. In World Bank-financed projects, M&E should be seen as an integral part of project preparation and regular progress reporting. Without a proper M&E system, it will also be almost impossible to prepare a good Implementation Completion and Results Report. The M&E system and the logical framework underpinning it can also be key to communicating the project strategy to all project implementing partners and stakeholders in a clear way.
PIU-BARC carried out the monitoring of sub-project activities in the field by its monitoring cell and assists annual field monitoring conducted by the M&E Cell of BARC through numbers of monitoring team mostly headed by Member Directors. The annual M&E team of BARC includes high officials of BARC and PIU-BARC. PIU-BARC used designed formats for monitoring and evaluation of the sub-projects.
